This datasets are a subset of and derived from ACTGOV BLOCK dataset with STRATUM_DATUM_ID equals 1. Stratum block has the average Reduced Level of the upper height limit of a block that is limited vertically as well as horizontally. Stratum blocks may be limited only in either upper or lower extent, or both. These limitations are represented by populated (not NULL) STRATUM_LOWEST_LEVEL and/or STRATUM_LOWEST_LEVEL values.
